Depending on what Linux distribution you use, a hardware modem (uP based ) is your
best bet, unless you have unlimited time and don't get frustrated.
Since you specify USB, I believe a USR5637 is hardware based and will do the job.
You might check Ebay for a used one, Tiger Direct sells the USR5637 for $49.99
