Start with the list of tools shown at CAIDA, see 
<http://www.caida.org/tools/>.  In particular, look at the 
Performance Tools (at 
<http://www.caida.org/tools/taxonomy/performance.xml>).

I would start with tools like pathrate and pathload to gather the 
data, but then you still have to graph that somehow.
