not so far as I can tell.. I never had a problem with anywhere else... 
just sending mail through smtp-server.satx.rr.com
www.satx.rr.com was down, too... but I never lost a connect with 
www.noaa.gov.  Not all day.  Been watching the radar (given the past 
months events).

All is better, now.
