Unflortunately, something like that is going to be nearly impossible.  The
issue is that you need converter hardware to take the SVGA signalling and
break it apart into the R,G,B pixels then into a driver circuit to actually
control the LCD.  It would be way easier to take a pre-built LCD and break
it down into it's raw components and mount that then it would to make an
interface board from scratch.
