That's supposedly an interview with a "Tim Bogart" from Northern Virginia LUG.
Seems to match up the Metro DC.

There's a photo of a Tim Bogart from the Open Source Government Conference in DC.

It does seem like a very random request, and I find it somewhat odd that the
person he's relaying this to in NZ didn't have anything to add or anything.

No, just cautious. It does somewhat read like a scam, although, I'm not sure what
kind of scam you'd get out of scanning in documents.

In person works so much better than via an email that looks a whole crapload like
spam. And honestly, if I were going to scan stuff like this I'd go to kinko's not
to a LUG first thing. If you're going to point out the fundage issue, he's staying
in a hotel room, and interviewing for a job in North Carolina. I suspect he's
sufficient funds for a $10 scan and photo at Kinko's.
