Wow!  I could not possibly have written a better justification for going 
with a collaborative solution like TWiki.  In one short paragraph you 
have given a high degree of credibility to my earlier arguments for 
setting up a Wiki.  I'll summarize the points just in case anyone missed 
them.

1. Extraction from mailing lists is slow
2. Too much work for a single webmaster.  The person is overwhelmed and 
loses interest.
3.  It is difficult to encourage others to participate unless they feel 
some sort of ownership.  (You didn't exactly say that but it is implied.)
