I once investigated how ISPs get IP addresses. I found that the minimum
block was 16K addresses and the price was $2500 per year. ISPs sell
them for considerably more.
On the other hand, you only need one IP address with network address
translation and that can be DHCP. Internal systems can use a private IP
address like 10.x.x.x. If you are running servers that are accessable
from the outside of your network, you need one static address per server.
