I've not noticed a 'slow down' but there was a "policy issue" in my
neighborhood - 15 customers were without service for two days (which we'll be
credited for)

Speaking of slow-down - I've got the Toshiba cable modem, from RR - when Linux
boots, it negotiates at half-duplex.  Even at 10mbps, is there a way to connect
to that thing at full duplex for a bit better speed?
